The Draper Welcomes Adam Morgan as Tax Credit Consultant

August 26, 2026 | Loveland, Colorado

River of OZ, LLC is pleased to announce the engagement of Adam Morgan of Daniel G. Morgan & Associates (DGM Housing LLC) to assist with the financing and development of The Draper, a proposed historic mixed-use redevelopment at 301–333 East 4th Street in downtown Loveland, Colorado.

Morgan will play a key role in developing the project's financing strategy, including preparation of a competitive 9% Low-Income Housing Tax Credit (LIHTC) application to the Colorado Housing and Finance Authority (CHFA), coordination of historic tax credit financing, and identification of additional public and private funding sources.

Decades of Affordable Housing Experience

Adam Morgan brings more than two decades of experience in affordable housing finance and development. Since joining Daniel G. Morgan & Associates in 2003, he has worked on more than 100 affordable housing projects across multiple states.

His expertise extends beyond Low-Income Housing Tax Credits to include Historic Tax Credits, New Markets Tax Credits, and Renewable Energy Tax Credits—an especially valuable combination for The Draper, which seeks to integrate historic preservation with new affordable housing and commercial redevelopment.

Morgan holds an MBA from the University of Southern California's Marshall School of Business, with a focus on real estate development, and a bachelor's degree in mechanical engineering from the University of Denver.

He also contributes to Colorado's affordable housing industry through participation in CHFA's Tax Credit Advisory Group and its Qualified Allocation Plan working group.

A Family Legacy in Colorado Housing

The Morgan family's involvement in Colorado affordable housing extends back nearly five decades.

Adam's father, Daniel G. Morgan, established the consulting practice in 1979 and has worked with nonprofit and private developers on more than 150 projects supported by over $500 million in equity investment.

Daniel Morgan has also served on numerous affordable housing nonprofit boards and participated in CHFA's tax credit policy discussions. In 2018, he received Housing Colorado's prestigious Herlinger Award in recognition of his lifetime contributions to affordable housing.

Together, the Morgans have helped shape affordable housing financing and development throughout Colorado.

Advancing The Draper's Vision

The Draper is envisioned as a vibrant mixed-use development that will combine the rehabilitation of historic downtown buildings with new residential apartments, retail shops, professional offices, entertainment, and community gathering spaces.

A central component of the project is the creation of affordable housing for working individuals and families, helping address the need for attainable housing in downtown Loveland.

Under his engagement, Morgan will assist the development team with financial projections, tax credit applications, debt and equity financing, investor negotiations, and coordination with potential public funding partners.

His experience with both affordable housing and historic preservation financing will be particularly important as the project pursues multiple sources of capital.

Building the Team for Success

The addition of Adam Morgan represents another important step in assembling the experienced development and financing team necessary to bring The Draper to fruition.

River of OZ looks forward to working with Morgan, local housing partners, CHFA, and the City of Loveland to advance a redevelopment that celebrates downtown Loveland's architectural heritage while creating new housing and economic opportunities for the community.

The Draper remains in the planning and financing stages. Tax credit allocations and other financing are subject to application, review, and approval.
